The cases will be heard by the Judges at the principal seat at Guahati in rooms equipped with VC facilities. In this regard the High Court has intimated that only those Advocates who have internet connection with bandwidth of not less than 5mbps can address the court from their own residence/ office. For other Advocates who do not have internet connection, a separate facility has been arranged at the high court itself, from where they may make submissions. Listing For urgent listing, Advocates will submit “cogent reasons” via e-mail in the prescribed format. The same will be placed before the Judges holding a particular roster on a given date, and on their satisfaction regarding the urgency, the same will be listed. Filing For filings, soft copies/ legible scanned copies of the petitions along with all the annexures in pdf form have to be submitted in a pen drive, along with the hard copy of the petitions thus filed. After transferring the data from the pen drive by the Filing Section, the same will be returned to the concerned Advocate. It has been cautioned that the data in the pen drive must be exact replica of the original petition and any deviation therefrom will be viewed seriously. Further, the concerned Advocates will have to submit a certificate stating that the data available in the pen drive is the exact replica of the original petition. Video Conferencing For Virtual hearing, Advocates will be required to give intimation to the Computer Cell, three working days before proposed hearing, which in turn will provide a set of user name and password to the concerned Advocate to get connected to the concerned Court room on the date of hearing. A time slot will be allotted against each case during which the Advocate will have to conclude the arguments. In respect of outlying Benches in the States of Nagaland, Mizoram and Arunachal Pradesh, the respective Registrars have been directed to publish notifications regarding Nodal Officers with their contact numbers, for enabling the abovementioned process. Further, all the District Courts in the States of Assam, Nagaland, Mizoram and Arunachal Pradesh have been directed to make necessary arrangements of videoconferencing facility in the similar manner as envisaged above.
